| The electronization of public administration is one of the contemporary priorities of modernizing public administration efforts in the Czech Republic as well as in the EU countries. The subject of te course eGovernment is to provide students with a comprehensive overview of the development and functioning of eGovernment in the Czech Republic and the EU countries. Attention will also be paid to partial topical issues related to eServices, eParticipation, eDemocracy, eHealth and cyber security in public administration. Specific examples of successful Czech and European eGovernment projects and examples of good practice from abroad will be presented. |
| Learning Outcomes of the Course Unit |

The aim of the course is to provide students with a comprehensive overview of the functioning of eGovernment in the Czech Republic and the European Union.
-students will learn about the institutional, legal and technical aspects of eGovernment,
-they get a general overview of the use of information technology in public administration
- they familiarize themselves with the currently applied eGovernment tools as well as the currently used information systems of public administration at national level and in the territory.

1. Involvement of information and communication technologies in the public administration. Defining of eGovernment. Sustainable Development in Public Administration and Good Governance.
2. Institutional provision of eGovernment in the Czech Republic. Development of eGovernment in the Czech Republic. National policies and eGovernment. State Information Policy. The role of the Government Council for Information Society.
3. Information in the public sector, their classification and functions. Privacy and free access to information. Legal aspects of eGovernment. EU Regulation on GDPR.
4. Legislative sources of eGovernment in the Czech legal order. Smart Administration Concept. eGovernment and transparency in public administration. Open public administration.
5. Information systems of public administration. Management of information systems and their security. Public Administration Portal.
6. eGovernment tools. CzechPOINT. KIVS. Register contracts. Data boxes. EID projects. Basic public administration registers, JIP / KAAS.
7. The eIDAS Regulation and its implications for the Czech Republic. Electronic signature. Time stamp. Document conversions. Certificates. Electronic filing service. Life cycle of documents.
8. Electronic public services. eDemocracy and eParticipation in public administration. eDemocracy and eParticipation tools. Electronic voice. Participatory budget.
9. eGovernment in the Czech territorial self-government and its implementation. Electronization of regions and municipalities. Services for the public. Services intended for internal administration purposes.
10. The concept and importance of public procurement in the public sector. Electronic public procurement. Affiliate Purchasing System - eAuction. eJustice. Public register. eSbírka a eLegislativa.
11. Electronic healthcare - definitions and tools. eHealth as part of EU policies. eHealth in the EU. Implementation of eHealth in the Czech Republic. Selected national eHealth projects. eHealth projects at local government level.
12. Cyber security in public administration. Current cyber threats. Security Strategy of the Czech Republic. Security incidents in the Czech Republic. Cyber war.
13. eGovernment in the EU. EU basic documents and activities of the European Commission. Selected eGovernment projects in the EU. Trends in eGovernment development in EU countries. Good practice from selected EU countries - Great Britain, Sweden, Estonia.
14. Evaluation of eGovernment at international level (evaluation of the European Commission, OECD, UN). Evaluation of eGovernment of the Czech Ministry of Interior. Evaluation of the state of electronic public administration in the Czech Republic. Evaluation of eGovernment in the territory. Examples of good practice.
