Summary
Goals (annotation): The course introduces students to the specifics of the culture industry and the concept of culture and tourism in the Czech republic. Is it discussed the approaches to culture, management, models and various types of culture in the context of a democratically states in the European Union and the perception of cultural values. The presentation is aimed at clarifying the functioning of specific cultural organizations of different legal forms and founders (castles and others historical monuments, museums, galleries, theaters, art ensembles, libraries, zoological gardens, observatories, planetariums, mass media) and forms of their cooperation in national and international context, including their impact for tourism in the Czech Republic. We will discussed type of financing and organizational and institutional ways of secure. We will also speak about the characteristics of services provided in the field of culture and tourism. In the context of the interpretation we will given concrete examples of practical functioning of cultural organizations in the Czech Republic.
Learning Outcomes of the Course Unit
The student will gain the skills:
• analyze the sources, principles and mechanisms of financing activities in the field of culture and tourism in the Czech Republic and compare these with the experience within the EU and OECD countries
• state the differences in the financing of various legal forms of organizations operating in the field of culture in the Czech Republic (according to individual founders)
• explain the principles of management of organizations in the Czech Republic according to the legal form of establishing a cultural institution
• evaluate technical-performance and economic-financial indicators of individual types of cultural institutions and formulate recommendations in relation to the management of the organization
• discuss and propose measures to increase the efficiency of administration, financing and management within the cultural and tourism sector in the Czech Republic
Course Contents
1. Historical background of culture. Current development and current state. Measurable and immeasurable benefits of culture. Models of financing cultural industries. Administration, founders and legal forms of functioning of institutions operating in the cultural field in the Czech Republic.
2. Culture and approaches to its concept. Definition of culture, approaches to culture, models of cultural administration, division of culture. European priorities in the field of culture and cultural policy of the Czech Republic. SWOT analysis of culture in the Czech Republic. Organizational and institutional division of culture. Cultural processes, institutions and products in culture. Breakdown of cultural activities.
3. Financial provision of culture in the Czech Republic. Efficiency, self-sufficiency and allocation of financial resources in the field of culture according to focus, founder and legal form. Direct and indirect support of culture, own and foreign resources in culture.
4. The role of the Ministry of Culture of the Czech Republic and state funds in culture. Ministry of Culture of the Czech Republic. State Fund for Culture of the Czech Republic. State Fund of Cinematography of the Czech Republic. Other ways of financing cultural organizations (monument funds, tax assignments, tax reliefs, etc.).
5. Monument care in the Czech Republic. Administration, protection, financing and statistical indicators within the cultural monuments of the Czech Republic. Organizational and institutional framework. Regional and national culture.
6. Museums and galleries. Observatories and planetariums. Definition of activities, legal forms and founders. Administration, financing, statistical indicators and management of museums and galleries, observatories and planetariums in the Czech Republic.
7. Theaters and artistic ensembles. Definition of activities, legal forms and founders. Administration, financing, statistical indicators and management of theaters and art ensembles in the Czech Republic.
8. Libraries and zoos. Definition of activities, legal forms and founders. Administration, financing, statistical indicators and management of libraries and zoos in the Czech Republic.
9. Mass media and media. Organizational and institutional framework. Financing of television and radio broadcasting. Public and private television and radio broadcasting in the Czech Republic. Periodical and non-periodical printing.
10. Churches and religious societies. Characteristics, organs and economic security of churches and religious societies. Establishment, origin, cancellation, termination.
11. Cooperation in the field of cultural heritage and care. UNESCO and its role in the field of culture and cultural policy. EU programs in the field of culture and audiovisual. Foreign relations of the Ministry of Culture of the Czech Republic and cultural agreements. Cultural cooperation at the level of: the Union of Towns and Municipalities of the Czech Republic; Association of Local Authorities of the Czech Republic; Association of historical settlements of Bohemia, Moravia and Silesia. Bilateral cross-border cooperation, etc.
12. Tourism in the conditions of the Czech Republic. History of tourism and the present. Center for Regional Development of the Czech Republic. Czech Tourist Board (CzechTourism) - characteristics of organizations and description of activities performed.
13. Nature protection of the Czech Republic and tourism. Nature and Landscape Protection Agency of the Czech Republic. Cave Administration of the Czech Republic. Administration and protection of the territory of defined national parks (Krkonoše, Bohemian Switzerland, Podyjí, Šumava) and protected landscape areas in the Czech Republic.
14. Tourism in the conditions of the Czech Republic. Concept, strategy, legislation and support of tourism in the Czech Republic. International cooperation. Statistics and analysis. Travel agency guarantee fund.
