Summary
Learning Outcomes of the Course Unit
- Define defense, security and public order, characterize security policy and describe the structure of a security system, economical base of housing, basic urban approaches, the role of social housing in society, the kinds of state and municipal housing policy and services in field of housing,
- Characterize transportation infrastructure, describe the role of the state, regions and municipalities in the field of transportation.
- Describe the basic principals of urban theories, to differ housing segments and housing policies, the national research and development policy,
- Summarize the sources of funding for defense, security and public order, the systems of financing and management of transportation infrastructure, financial sources for support of housing, meaning of urban theories for the presence, impacts of application of social approaches in field of housing, the sources of funding for research and development,
- Evaluate the role of public administration in the management of technical infrastructure, clarify the possibilities of regulating the natural monopoly in the area of technical infrastructure, describe models of technical infrastructure management, the role of bodies in housing policy.
Course Contents
1. Access to the economic issues of selected public sector segments. Economy and defense policy, structure of the security system of the Czech Republic, organization, management, defence funding, intelligence services, methods and indicators of evaluation of economic performance.
2. Internal security of the state, security system components, organization, management, economy and financing, service infrastructure, methods and indicators of economic performance evaluation.
3. Fire and civil protection, economy and financing, organization of state administration and self-government in the field of fire protection, service infrastructure, methods and indicators of economic performance evaluation.
4. Transport infrastructure. The role of state, regions and municipalities in the field of transportation, systems of financing and management of transportation infrastructure (Public Private Partnership in transportation), indicators of accessibility and performance of transportation networks.
5.Economical Base of Housing – housing structure and segments, specifics of housing as good, the role of private and public sector
6.Urban Theories and Housing – historical development, traditional and neoclasical approach to the housing problems, housing models
7.Social Housing – meaning of public administration in social housing, housing infrastructure, management and financing
8. State and Municipal Housing Policy – its management, the role of state and municipalities in housing stock managemnt, instruments and indicators of efficiency
9.Housing Services – rents, economical base of rent, kinds of rents, rent regulation, prices of services in housing.
10. Technical infrastructure, industry and technical infrastructure breakdown, economy of technical infrastructure, organization, management, financing, public sector role, methods and indicators of economic performance evaluation.
