Finished higher education in Bachelor's degree programme.
Regulations:
The Czech educational system is regulated by the Higher Education Act (Act 111/1998). Studies at VSB-TUO are regulated by the Statute of VSB – Technical University of Ostrava.
Profile of the Programme
Studies of Master’s degree programme Public Economics and Administration focus on deeper comprehensive and specialized expertise that enable graduates to analyse critically, to evaluate interdisciplinary and to propose solution for economic and administrative processes and phenomena in public sector. Comprehensive expertise is defined by fundamental theoretical courses, especially by Economics, Applied Statistics and Mathematics, Tax Theory and Public Finance. Specific expertise is defined by profiling courses that are focused on deeper economic concepts of key public sector’s segments, evaluation of the productivity of public services, strategic and crisis management, quality management and geographical information systems.

Knowledge:
Graduates of Master’s degree programme demonstrate: - broad and in key areas high level knowledge and understanding of the current state-of-the-art expertise in the field of study, especially with respect to the profiling courses; - broad and in key areas high level knowledge and understanding of the theories, concepts and methods relating to the field of study, especially with respect to the fundamental theoretical courses; - understanding of the possibilities, conditions and limits of the use of expertise of the related fields, for instance strategic, crisis and financial management, demography.
Skills:
Graduates of Master’s degree programme are able: - with the use of expertise to define and creatively solve on their own theoretical or practical problems in the field of study; - to solve creatively complex problems with the use of some theories, concepts and methods of the field of study; - to apply some of the advanced research attempts applied in the field of study with the aim to obtain original information.
General competencies:
Graduates of Master’s degree programme are able when graduating: - to make responsible and their own decisions in original and variable professional context or in fundamentally evolving environment with respect to the wider social consequences of decision-making, for instance in the field of public services’ provision, their productivity and quality; - with respect to the evolving consequences and available sources to define framework for professional activities, to coordinate them and take responsibility for their outcomes, for instance in the field of public procurement or administrative decision-making and proceedings; - to solve ethical problems, in the context of the codes of ethics, generally applicable law and public requirements laid down on public administration and use of public sources and property; - to inform professionals and laymen understandably and convincingly about their own expert positions and opinions, for instance in the framework of developmental and strategic conceptions or public policies; - to use their expertise, competencies and comprehensive abilities in at least one foreign language; - to plan, support and control with the use of theoretic knowledge of the field of study extension of other team members’ expertise, competences and abilities.
Occupational Profiles of Graduates with Examples
Graduates of Master’s degree programme will be able to apply acquired expertise and competences in management, decision-making, controlling and evaluation not only in the public sector at state, regional or local level, but also in civil sector of the national economy. Typical professional positions of the graduates are: - Supervisor in an office/organization; - Senior clerk/employee; - Proposer of the methods; - Economic manager; - Subsidies and tax specialist; - Quality manager; - Process manager; - Specialist in public procurement; - Manager of the partnership and developmental projects.

Remark:
Course block: Compulsory - all courses are compulsory.
Course block: Choice-compulsory - student has to choose at least one course from the list of courses.
Course block: Optional - student can choose any course from the list of courses.
 
IMPORTANT: Student has to select so many courses to reach 30 ECTS credits per semester. Rules in detail and convenient selection of courses can be consulted with the programmme director.
Bellow stated courses are assigned for the degree studies only. Students coming to VSB-TUO for an exchange stay must select courses from the List of courses for exchange students.
