Summary
In fourteen lessons, students will learn about the basics and content of public health care. They will become more familiar with the health system, its structure and management processes at multiple levels. The practical exercises are focused on the support of provided healthcare IT / ICT technologies. Public health topics blend with the basics of biomedical computer science.

The theoretical part of this subject will provide basic and broad information on health and medicine with a special focus on the place, role and safety of the use of a wide range of medical devices in the provision of health care. Public health is based on the assumption that healthcare is a system aimed not only at promoting and permanently improving the quality of health but also at ensuring the availability of health care in the population. Quality of the healthcare system is an important public priority, its output is a public good with a high human value that can be measured and constantly improved. The common content of teaching is information about the importance and objectives, focus, structure, function, competence and responsibility of individual components of the health system, its organizational systems with legislative focus on the promotion of medicine and the performance of health services of various types and forms, including community care and health care on selected population groups. The public health service assumes that the proper and safe functioning of any health care system, including self-provision, is essential for all health care professions, including technical knowledge, about the health system, the types and structures of healthcare facilities, the medical environment, staffing of healthcare facilities, economics, including the drawing up of investment plans, general and health legislation and knowledge on a number of other related areas, including the teaching, development, production, purchase, proper use, management and disposal of medical devices. In addition to the theory and practice of biomedicine, also the methods and knowledge of management sciences, healthcare legislation, the use of medical informatics especially in the hospital information system with the support of electronic medical documentation including its protection, health economics and social psychology. The lessons are focused on the internal structure, processes, inputs and outputs of the hospital as an example of the most complex provider of medical services, its technical development and investment activities, with regard to the internal equipment and safety of healthcare facilities - their distribution according to a number of views, and all healthcare professionals providing and guaranteeing the safe provision of healthcare.
Learning Outcomes of the Course Unit
Students will be familiar with the basic concepts, theories and determinants of health and the position of public health in the context of Czech health policy, will be able to compare the development of health status of the Czech population with other countries and in the historical context, will be able to recognize and understand basic economic problems in health care, focus and main health programs of the WHO and their implementation within the Czech Republic will be familiar with health systems and relationships within the system including inputs and outputs, both in the Czech Republic and abroad, will be able to determine the indicators and parameters of health care quality, will know the basic principles and components of community care and health care for specific population groups. Last but not least, they will be acquainted with the principles of health insurance, especially in Europe, and with complex issues of health care financing and investment. Students will get acquainted with the basic processes in the hospital by means of exercises in the hospital information system. To make students familiar with NIS practically. Students will learn how to work with the system from both a user's perspective with different rights and a less privileged system administrator by working with the NIS installation with test data. Students will acquire knowledge of the basics of database resources and will also get acquainted with the individual NIS modules. Students will be acquainted with methods and possibilities of using expert systems in health care.

1. Definition and content of the subject of public health. Medicine and Health. Public health. Public Health and New Public Health. Determinants of health. Potential of health and its behavior in the population.
2. Man as a bio-psycho-social unit of the population. The impact of human behavior on its own health, on the environment and on the health potential of the population. His individuality and paradigm. Family, childhood, school, patterns. Social gradient in population, vulnerable groups. Health Trends of the Czech Population.
3. Recognition, support and protection of public health, prevention of nosocomial infections. Fundamentals of epidemiology. Population and intervention clinical trials. Scientific approach versus spiders. Quality of life, QALY, DALY. Social and health insurance in the Czech Republic, Europe and the United States of America.
4. Ethics and morality. Code of Ethics. Risks of Ethical Failure at National, Collective and Personal Levels. Failure of Ethics in Science and Pharmacology. Genuine and generic medicines, food supplements.
5. Organization and management of health care provision. The health system and its executive medical segment, their structure and relationships. Methodological and economic management in the health system. Medical efficiency, economy and quality of the healthcare system. HTA.
6. Health policy, its content at transnational, national and local levels. WHO, UNICEF. State and its higher territorial units. Public administration and health. Public and private healthcare sector.
7. Health law. Hierarchy of Legislation, Legislative Initiative. Selected Legislation - Basic Charter of Rights and Freedoms, Public Health Insurance and Health Insurance Companies, Establishment of Health Service Providers, Financing of Health Care, Medical Occupations, Medical Devices, Asset Management. The importance of standards in health care (EN CSN).
8. Organizational Structure and Management of Health Service Providers. Driving models. Management, HR, Economics, Operations. Internal legislation (regulations, directives, orders). Quality of health service provider management. Location, role and importance of biomedical engineering at the hospital.
9. Quality management (quality). QI / QA, TQM, Process Certification, Workplace Accreditation. Clinical recommended practices and standards of nursing care. Protection against ionizing radiation. Risks and adverse events in healthcare.
10. Medical devices and their management. Acquisition, safe use, service and disposal of medical devices. Their types and security classes.
11. Reserved technical facilities in healthcare. Specific technical risks and adverse health events. Microshock hazard. Hospital spaces, their equipment and classification. Patient environment. Legislation.
12. Provision of health care. Systems of health service providers. Types and forms of health care. Quality of health care. Legislation.
13. Medical Informatics. Data and information, their standardization and sharing. Health Information Systems, NIS and its Subsystems. Health documentation - its classic (paper) and electronic form. Patient identification. Protection of sensitive data and information in healthcare. Qualified certificate, timestamp, GDPR.
14. Ensuring health care in emergency and crisis situations. Emergency call center, cooperation of the rescue units of a higher administrative unit. Traumatology and evacuation plan of the hospital. Fundamentals of 1st Aid.
