Summary
The subject contains the characteristics of the public administration and its scope of activity of the physical or legal persons who are doing business. Integral the subject matter of the subject is the issue of financial and management ties to the state budget. Due to the close relationship between public administration and their future designer profession, students will also be introduced issues of regional policy in the Czech Republic and V4 countries. A significant part will be devoted to building and energy law and other selected legislation, including their applications.
Learning Outcomes of the Course Unit
The aim of the course is to acquaint students with the fundamental purpose and mission of public administration, state and local governments at all levels and its application to design activities. Students will be acquainted with the present organizational scheme of the public service and with the historical development.
Course Contents
Lectures

1. Preliminary theoretical context and definition of public administration
2. The system of public administration in Czech Republic
3. State, state power legislative, executive and judicial power - basic division, meaning for professional activities.
4. Laws, government orders, technical regulations, technical standards, harmonized standards and decree-related designs. Definitions, concepts, nomenclature.
5. Laws, government regulations, technical regulations, technical standards, harmonized standards and regulations. Validity, effectiveness, legality, enforceability.
6. Electricity distribution projects and their position in the construction process.
7. The stage of preparation and implementation of a project related to the construction of a work.
8. Types of documentation in project and realization activities.
9. Building Act No. 183/2006 Coll. - relationship to project activities.
10. Authorization of buildings, their changes, requirements, exclusions from permits and announcements.
11. Electrical connections, lightning protection.
12. Act No. 458/2000 Coll. on the conditions of business and the performance of state administration in the energy sectors and on the amendment of some laws (Energy Act) - basic terminology.
13. Act No 360/1992 Coll. on the pursuit of the profession of authorized architects and the pursuit of the profession of authorized engineers and technicians in construction - ČKAIT, authorized engineer f2), authorized technician f5).
14. Documentation and requirements of the state and public administration for territorial proceedings and construction proceedings, documentation for determining the final execution of the construction.

Exercise

1. Introduction and discussion on the issues and importance of public administration in the Czech Republic and V4, specification of the system of public administration - Competence.
2. A closer look at the issues of individual powers in the Czech Republic, discussions on the definitions of laws, government regulations, regulations and standards in the field of design activities.
3. Clarification and analysis of processes and activities in the process of construction works and related preliminary design activities.
4. Specific examples of the various stages of preparation and implementation.
5. Discussion on the essential provisions of Act No. 183/2006 Coll.
6. Selected chapters of the Act no. 458/2000 Coll. and their applications in the design of electrical equipment.
7. Further acquainting students with the extent and the possibilities of legislation to perform accredited activities.
