Summary
Students will become acquainted with the basic principles of integrated prevention and the application of sustainable development with the maximum possible prevention of industrial pollution of all components of the environment. Further, the subject focuses on processing the application for integrated permit and acquainting with selected best available techniques (BAT).
Learning Outcomes of the Course Unit
- student will to know the basic principles for environmental impact assessment and requirements for integration
prevention of industrial plants
- student will know to analyse the environmental aspects of industrial technologies
- student will know to realize the selection of best available techniques
- student will know on the simple model example to demonstrate the basic application of mentioned problem
Course Contents
1. Introduction, the importance of integrated prevention, application of sustainable development through possible prevention of industrial pollution of the environment.
2. Act on integrated pollution prevention and control, on the integrated pollution register and amending some laws (Act on integrated prevention).
3. Integrated Pollution Register (including international relations). Current EC legislation in the area of ​​integrated prevention.
4. State administration bodies in the area of ​​integrated prevention (scope, status and privileges). Regional offices, ME, MIT, MA, the regional health authority, CEI, the IPPC.
5. Existing regulations implementing the fifth - model application for an integrated permit (Decree. No.. 554/2002 Sb.) - A system of exchange of information on the best techniques (Government Regulation no. 63/2003 Coll.). Basic concepts, basic principles.
6. Component binding regulations to the Act on integrated prevention. The integration range (Czech Republic, EU). Act on integrated prevention as a conflict rule.
7. Integrated decision-making process. Subsidiarity Administrative Code. An application for an integrated permit. Parties; information and public participation. The participation of competent people. The decision on the application for an integrated permit. Management of change in the integrated permit.
8. sample application for an integrated permit, scope and manner of its completion (Decree. No.. 554/2002 Coll.).
9. Integrated Pollution Register. International legal basis. Principles of Information Systems. Implementing legislation.
10. System information exchange on best available techniques. The method and extent of the security system. Participants in the system.
11. Control system sanctions. Regular inspection; control ad hoc. Remedial measures. The imposition of fines. Control authorities.
12. Cross-border influences. Authorisation procedure in the event of equipment that may have a significant adverse environmental impact "of the state"
13. Relation to the Building Code (zoning, building permits), relationship to the law on the assessment of environmental impacts.
14. Other related legislation and its relation to integrated pollution prevention and control.
