Summary
Natural and anthropogenic factors are influencing environmental quality. Social, economical, and ecological aspects of assessment. Methodology of assessment among industry, power supply, mineral raw material mining, traffic systems, agriculture and environment. Environmental impact assessment. Cross-point matrix of effects, catalogs of criteria – Fuller triangle. Legal form of EIA procedure in USA, Europe and the Czech Republic. Documentation, expert’s report and public hearing according to legislation of the Czech Republic.
Learning Outcomes of the Course Unit
The target of the subject is acquainting of students with Environmental Impact Assessment process and its application in the Czech Republic.
Course Contents
1. Natural factors affecting the environmental quality. Anthropogenic factors affecting the quality of the environment.
2. Social aspects of the assessment (sociological aspects, demographic-social aspects). Social aspects of the assessment (medicinal-ecological aspects, analysis of health risks).
3. Economic aspects of the assessment (economic assessment of natural resources, gross regional product, economic evaluation of environmental damage). Ecological aspects of the assessment.
4. Assessment methodology for the interaction of the industry and the environment. Interaction of the power engineering and environment.
5. Collection of solid emissions from energy facilities. Sulphur removal (dry methods, catalytic methods, wet methods). Denitrification.
6. Nuclear power-engineering and the environment (quantities and units of ionizing radiation, sources of ionizing radiation, impact of ionizing radiation on human health, types of nuclear power plants, environmental impact of nuclear power plants).
7. Wind power engineering and the environment. Solar power engineering and the environment. Environmental impact assessment of biogas plants.
8. Interaction of mining and environment.
9. Assessment methodology for the interaction of the transport systems and the environment (road transport, air transport, rail transport, water transport). Road transport – noise and vibrations, exhalations of combustion engines, reduction of emissions in spark-ignition and compression-ignition engines, alternative drives for road vehicles.
10. Environmental impact assessment. Catalogues of criteria. Matrix for the interactions. Fuller\'s triangle. Multi-criteria analysis (total index of environmental quality).
11. Laws on EIA in the USA and Europe. EU Council Directive 85/337/EEC, 97/11/EC and 2001/42/EC of the European Parliament and the Council of 27.6.2001 and Espoo Convention.
12. Environmental impact assessment in the Czech Republic – valid legislation (Act 100/2001 Coll., as amended, particularly Act 39/2015 Coll., Act 225/2017 Coll. and Act 326/2017 Coll.; Regulation of the Ministry of the Environment 457/2001 Coll.). Categories of intents in the sense of Annex 1 to Act 326/2017 Coll. Fact-finding proceedings in the sense of § 7 Act 100/2001 Coll., as amended, and Annex 2 of Act 100/2001 Coll.
13. Requirements for the notification in the sense of Annex 3 and 3a of Act 100/2001 Coll., as amended, (content of the notification), requirements of the documentation in the sense of Annex 4 to Act 100/2001 Coll. (content of the documentation), statement in the sense of Annex 5 to Act 100/2001 Coll. Public proceedings in the sense of Act 100/2001 Coll.
