It combines technical and legal contexts usable for risk assessment, risk management and crisis management. It supports knowledge for dealing with emergencies and crisis situations, with reference to the use of crisis management bodies, security boards and crisis staffs. It defines the scope of support for dealing with emergencies and the possibilities of their use. It develops possibilities for the use of tools for dealing with emergencies and crisis situations. Emphasizes the use of risk management, in the context of crisis management.
