Subject syllabus

1. Stabilization policy.
Business cycle theories, stabilization policy goals, instruments, theoretical conceptions.
2. Fiscal policy as an instrument of stabilization policy.
Fiscal policy function. Taxation effectiveness. State budget, budget deficit and its financing.
3. Fiscal imbalance.
Budget deficit typology, origin and coverage of budget deficit, neoclassical approach, fiscal monetarism, Barro-Ricardo hypothesis.
4. Monetary policy as an instrument of stabilization policy.
Expansive monetary policy in case of recession or expansion. Central bank independence. Accommodative and non-accommodative policy
5. Keynesian and Monetarist approach to stabilization policy.
Monetary and fiscal policy in Monetarist and Keynesian models. Delays in fiscal and monetary policy. Coincidence of fiscal and monetary policy. Rational expectations stabilization of economy.
6. Foreign trade policy and stabilization.
Accordance and conflict of internal and external equilibrium, expenditure switching and expenditure reducing/increasing policies. Fiscal and monetary policy in the system of fix or floating exchange rates.
7. Structural policy.
Process of structural changes and main factors of the changes. Structural crisis. Strategic, adaptation and horizontal policies. Stimulating a regulating measures.
