SDG 16: Peace, Justice and Strong Institutions

The effective management and organisational operation of the University should be geared towards fulfilling the principles of sustainable development, utilising both existing and newly established structures for effective communication, collaboration, and education on sustainability at VSB-TUO.

University Management representatives actively engage and meet with trade union representatives. The involvement of governing and advisory bodies as well as students is crucial for the successful implementation of the sustainability strategy. Key elements include ensuring policies that protect academic freedom, hosting lectures and discussions on current topics, and providing a neutral platform within the University environment. VSB-TUO regularly publishes financial data through its Annual Financial Report. The University also makes available strategic documents such as the Annual Report on Activities, the Strategic Plan of VSB-TUO 2021–2027, its annual Implementation Plan, and the Report on Internal Quality Assessment of Educational, Creative, and Related Activities.

VSB-TUO ensures information accessibility via its website, and actively opposes all forms of discrimination, and unequivocally condemns any inappropriate behaviour.

16.2.1. Elected representation

The Rector’s College is a permanent advisory body to the Rector, whose composition is determined by the Rector. It consists of the Vice-Rectors, Deans of the Faculties, Directors of the University Research Institutes, the Chairman of the Academic Senate of VSB-TUO, the Chairman of the Student Chamber of the Academic Senate of VSB-TUO, the Bursar, the Chancellor, and the Director of the Centre for Information Services.

The Academic Senate of VSB - Technical University of Ostrava is the self-governing academic body of the University, with its authority defined by §8 and 9 of the Higher Education Act. It is elected according to the Senate’s Election Rules and Rules of Procedure. Each faculty is represented by three members of the academic chamber and two from the Student Chamber. University educational and scientific workplaces are represented by three members. Membership is voluntary, irreplaceable, and incompatible with roles such as vice-chancellor, deans, or vice-deans. Senators serve a three-year term, and meetings are open to the public.

The Student Chamber of the Academic Senate of VSB - Technical University of Ostrava is a part of the Academic Senate. According to the Higher Education Act it is one of the governing bodies of the University. This power entitles its members to a wide range of activities.

16.2.2. Students' union

At VSB - Technical University of Ostrava, a wide range of student organisations offer opportunities for active students to engage in extracurricular activities, which are increasingly valued by employers in today’s competitive job market. 

As outlined by the Higher Education Act, the Student Chamber of the Academic Senate of VSB - Technical University of Ostrava is one of the University’s governing bodies, granting its members the authority to engage in several important activities, such as:

  • Representing students and addressing their concerns with the University management.
  • Participating in the election of the Rector, approving the University’s Annual Reports and other key regulations.
  • Taking part in meetings of the Academic Senate of VSB-TUO, where important decisions and policies are discussed and approved.

The Student Chamber of the Academic Senate of VSB - Technical University of Ostrava is a part of the Academic Senate. According to the Higher Education Act it is one of the governing bodies of the University. This power entitles its members to a wide range of activities.

16.2.3. Identify and engage with local stakeholders

16.2.4. Participatory bodies for stakeholder engagement

VSB - Technical University of Ostrava has a long history of intensive collaboration with the private sector, utilising various forms of cooperation. The University takes pride in its continuously deepening and expanding partnerships with both private companies and the public sector. These partnerships support VSB-TUO’s educational, research, and innovation activities, enhancing its connection to industry and the broader community. VSB-TUO collaborates closely with the Regional Government Authority to develop international education and research initiatives that benefit society in the Moravian-Silesian Region.

The Administrative Board of VSB - Technical University of Ostrava consists of 12 members, who are appointed and removed by the Minister of Education, Youth and Sports after consultation with the Rector. The Board's position and responsibilities are outlined in §§ 14 and 15 of the Higher Education Act, and its activities are governed by the Statutes. Members serve a six-year term. The Board plays a key role in approving the University’s budget, strategic objectives, and annual activity reports. It also discusses the internal evaluation of the University’s educational and research activities. Additionally, the Administrative Board provides prior written consent for certain legal acts as required by law, ensuring accountability and proper governance at the University.

The Industrial Board of VSB - Technical University of Ostrava serves as an advisory body to the Rector, which reflects the University’s commitment to strengthening ties with the business sector. This shows a formalised, structured process for engaging with external stakeholders (businesses) that influence the University's strategic decisions, particularly in education, research, and innovation. The Board's operation is governed by formal Rules of Procedure of the Industrial Board of VSB - Technical University of Ostrava.

The Pedagogical Board of VSB - Technical University of Ostrava is established to foster better cooperation between the University and secondary schools. Chaired by the Rector, who appoints and revokes its members, the Board includes representatives from secondary schools with which VSB-TUO has long-term collaborations, particularly in the areas of education, research, and innovation. These schools are often the main source of applicants to the university. In addition, the Pedagogical Board consists of members from the academic community of VSB-TUO, as well as other university staff, with the Vice-Rector for Studies always being a member. This structure ensures ongoing dialogue and collaboration between the University and local secondary educational institutions.

16.2.6. Academic freedom policy

VSB - Technical University of Ostrava has a policy that supports academic freedom. In addition to Article 6 of the Statutes of VSB – Technical University of Ostrava, which guarantees academic freedoms and rights in accordance with the law, the Code of Ethics VSB – Technical University of Ostrava reinforces this commitment. It specifies that employees and students advocate for fundamental principles of university life, including freedom of speech, freedom of critical thinking, the right to independent research, and openness to discussion. They are encouraged to support diverse, critical, and alternative viewpoints in a respectful and constructive manner. This ensures an environment of open inquiry and intellectual freedom at VSB-TUO.

16.2.7. Publish financial data

VSB - Technical University of Ostrava publishes its financial data annually. The Annual Financial Report is issued as a standalone report, providing a comprehensive overview of the University's financial activities, including income, expenditures, and budget allocations. This report is available to the public, although it is currently accessible only in Czech. The publication of this report demonstrates the University’s commitment to financial transparency and accountability. 16.3 Working with government

16.3.1. Provide expert advice to government

The REFRESH project serves as a strong example of VSB - Technical University of Ostrava's role in providing expert advice and support to government efforts at various levels, particularly within the Moravian-Silesian Region. As the principal investigator for this "flagship" project, VSB-TUO is instrumental in advancing the SMARAGD vision - a regional initiative aimed at creating a "SMARt And Green District" through enhanced research, sustainable energy solutions, and technological innovations. This initiative directly addresses the government’s priorities for economic transformation and environmental sustainability, demonstrating VSB-TUO’s active role in guiding policy and innovation in alignment with regional objectives.

The National Centre for Energy II project exemplifies VSB - Technical University of Ostrava’s significant role in advising and supporting national energy policy and innovation. This project, an expansion of the original National Centre for Energy initiative (2019-2022), unites top research organisations, universities, and industry leaders in the advanced energy sector. Through this collaboration, VSB-TUO links academic research with the practical and innovative needs of manufacturing and technology companies, contributing to sustainable energy solutions and fostering technological advancements. This initiative aligns with governmental priorities in energy security and efficiency, showcasing VSB-TUO’s expertise in delivering evidence-based guidance that supports national and regional energy goals.

16.3.2. Policy and lawmakers outreach and education

VSB-TUO actively contributes to outreach, general education, upskilling, and capacity-building for various stakeholders, including policy- and law-makers, through a range of specialised programmes.

We offer education beyond classical accredited study programmess, also in the form of courses and seminars. Through these initiatives, VSB-TUO demonstrates its commitment to providing accessible education for diverse community members.

The HR Academy, a collaborative initiative with the Czech Confederation of Industry and Transportation, offers practical courses in human resource management, providing managers with real-world skills taught by experienced HR professionals. Similarly, the Leadership programme equips participants with modern tools for effective people management and organisational success, enhancing their leadership capabilities across various industries.

Additionally, the Faculty of Economics offers short courses in areas such as accounting, demographic studies, and internal accounting, designed to upskill professionals and offer expertise in practical and relevant subjects. These courses are taught by both VSB-TUO faculty and external experts, ensuring a broad perspective on contemporary issues.

These initiatives illustrate VSB-TUO’s commitment to providing continuous education and professional development, not just to students but also to professionals and policy-makers, supporting their ability to address complex issues like economic development, law, technology, and more. 16.3.3. Participation in government research

One notable example is involvement of VSB - Technical University of Ostrava in projects like the MERGE project which focuses on eco-friendly, efficient technologies for converting biomass into green fuels. By aligning its research activities with national and regional energy and environmental goals, MERGE will ensure that VSB-TUO plays a crucial role in shaping future technological advancements and supporting sustainable development initiatives​.

VSB-TUO participates in the REFRESH project, which aims to transform the Moravian-Silesian region into a "Smart and Green District." This initiative links academic and industrial partners to drive sustainable energy and technological advancements, providing evidence-based policy guidance to local and regional authorities​

16.3.4. Neutral platform to discuss issues

In 2023, VSB - Technical University of Ostrava continued to provide a neutral platform for political and industry stakeholders to discuss significant societal challenges. One notable example was the discussion held on 27 October 2023 at the Faculty of Economics, where Czech Prime Minister Prof. Petr Fiala engaged with students, University staff, and industry partners. The central topic was the impact of Russia's aggression in Ukraine on the Czech Republic. This event underscores VSB-TUO's role in fostering open dialogue on important political and social issues, offering a space for critical discussions involving a broad range of stakeholders.

Another example of the University's efforts in 2023 to provide a forum for dialogue was its collaboration with the Embassy of the Federal Republic of Germany in Prague and the Fraunhofer Innovation Platform. This cooperation resulted in the "Energy in Transition - Powering Tomorrow" digital exhibition, which was on display from 16 to 27 October 2023 on the University's campus. Prior to the exhibition opening, a roundtable discussion took place, bringing together key stakeholders to discuss energy transformation and sustainability.
