Summary |
---|
The subject deals with the issues of territorial assessment regarding its vulnerability during natural disasters and technological accidents as well as the planning of recovery. The first part is focused on general requirements and solution of protected interests of state, threats of failure of planning methods and the elaboration of security plans. The second part is focused on territorial planning documentation, its terms, building act, the activities of special building offices, goals and tasks of territorial planning.
The third part is focused on the methodology for classifying the risks of relevant extraordinary events, determining the appropriate remedial measures and the ways of their implementation with the aim of minimizing potential damage.

Learning Outcomes of the Course Unit |
---|
Students have to be capable of constructive thinking covering wider relations in the areas of territorial planning and reconstruction of technical infrastructure with the aim to reduce the risks arising from individual activities within the infrastructure.
They have to be able to generalize the problem on the basis of own analysis and modify it into individual integral units. On the basis of own analysis they have to be capable of assessing the territorial risk regarding the potential extraordinary events and propose the reduced level of negative impact on individual subjects and territorial units.

1. Introduction into the problems of territorial protection against consequences of extraordinary events, and recovery of the territory.
2. Extraordinary events and other sources of risks, assessment methods, determination of expected hazards, methods of vulnerable place identification.
3. Objectives and tasks of territorial planning to ensure territorial protection against the consequences of extraordinary events.
4. Territorial-planning documentation (strategy of territorial development, principles of territorial development).
5. Territorial-planning documentation (territorial plan, settlement plan).
6. Activity of building authorities in the area of territorial planning.
7. Relation between territorial-planning documentation and documentation for planning permission.
8. Legal aspects of recovery of area affected by consequences of extraordinary events.
9. Methodology for the determination of relevant natural disasters and other disasters in the territory concerned, methodology for the determination of the most severe expected disaster, methodology for the selection of unacceptable consequences and the appraisal of potential damage to property
10. Methodology for the determination of appropriate remedial activities, selection of optimal remedial measures, determination of parametric dependence of recovery costs and methodology for the determination of monetary reserves for recovery.
11. Restoration of basic functions of a territory in the areas of energy supply (especially electricity, oil, gas), potable water supply, transport networks, communication and information systems, banking, emergency services, food industry, state and local authorities.
12. Loss prevention plan for the restoration of basic functions of territorial infrastructure, preparation of concept of loss prevention and concept of activities minimizing potential relevant disasters.
