Summary
Basic principles and mechanisms of functioning of social policy in EU.
Learning Outcomes of the Course Unit
• describe the social policy system
• outline the basic phases of the social policy development and clarify the
factors which led to the changes
• explain the basis of disparity in the society, the concept of poverty and
approaches to its measurement
• analyse approaches of EU member countries and EU to the construction of
social policy programmes
• distinguish the influence of a member state from the influence of EU
authorities on the construction of problems in a given country
• compute the subtitence minimum and the amount of living for an idividual, a
family
• assess a social event and find the solution in the social and healthcare
systém

1. Objective, function, principles and instruments of social policy and its
position in economy
2. Genesis of social policy on international scale
3. Disparity, equity and efficiency, concept of povery and methods of its
measurement
4. Main principles and instruments for cooperation in social sphere in EU
5. Instruments of social dialogue
6. Strategies of modernisation of social protection in EU countries
7. Approaches to concept of social protection programs in EU member countries
8. Purpose, structure and basic characters of social protection programs -
social security (social situations, social benefits, administration of
programs, financing) in Czech Republic
9. Cordination of social security in EU countries
