Summary
The aim of the course is to introduce students to the major determinants and principles of EU Cohesion Policy, the programming process of structural aid in the economic development of the regions in the European Union. The main focus will be laid on the system and content of programming documents for regional development management with using of EU Funds, on the methodology of preparation of regional and local development programming documents from the viewpoint of theory, and verification on practical examples and case studies. Emphasis is placed on specific EU Funds programming documents in the Czech Republic in the current programming period and procedures for claiming financial assistance for projects co-financed by EU Funds.
Learning Outcomes of the Course Unit
1. To identify and describe the major determinants of EU cohesion policy, programming process and development of programming documents for EU Structural funds in economic development of the regions in the European Union.
2. To explain the methodology and the system of programming documents for regional development management, types of the EU Funds interventions and methodology of programming logics and their validation on the practical issues.
3. To apply the knowledge gained for the solution of issues of the EU Cohesion Policy in the Czech Republic during programming period 2021-2027.
Course Contents
1. Introduction to the subject. Theory of regional development. Theoretical approaches to regional development and regional disparities. Trends in regional policy.
2. Cohesion and convergence in the EU - Theoretical definition of the concept of cohesion. EU economic and social cohesion. Territorial cohesion. Cohesion and sustainable growth. Cohesion and convergence of EU Member States.
3. Regional disparities and the evaluation of the EU's economic, social and territorial cohesion I. Legislative underpinning of cohesion policy evaluation. Cohesion reports in the EU.
4. Regional disparities and the assessment of EU economic, social and territorial cohesion II (statistical analysis). Methods for measuring and assessing regional disparities and cohesion in EU Member States.
5. EU cohesion policy and its evolution. Main milestones in the development of EU cohesion policy. The architecture of EU cohesion policy in the programming period 2021–2027.
6. Background to EU structural assistance programming - Focus of assistance in the 2021–2027 programming period - Basic concepts and legislative framework for EU structural assistance programming.
7. Logic of EU structural assistance programming I. Logical framework of programming. Hierarchy of objectives and link to programme indicators. Intervention logic.
8. Logic of EU structural assistance programming II. Logical framework for programming. Indicators of EU funds programmes.
9. Implementation of EU funds programmes and their evaluation. Institutions for the management of EU Funds programmes. Institutions for the implementation of EU Funds programmes. Financial management and control of EU Funds programmes. Publicity and evaluation of EU Funds programmes.
10. Financial perspective and instruments of EU cohesion policy. Financial perspective and typology of EU cohesion policy instruments. EU Cohesion Fund.
11. Financial instruments of EU cohesion policy - Financial instruments as a form of repayable aid. Typology of financial instruments in the context of EU cohesion policy. Specific support instruments and their typology. Use of financial instruments in the EU and the Czech Republic.
12. EU Cohesion Policy in the Czech Republic - Framework of EU Cohesion Policy in the Czech Republic for the programming period 2021–2027 - Structure of EU Funds programming documents in the Czech Republic - Institutional arrangements for the implementation of EU Funds in the Czech Republic - Financial framework of EU Cohesion Policy in the Czech Republic.
13. EU Cohesion policy in the Czech Republic (I) - strategic and operational programme documents of EU funds. Partnership Agreement of the Czech Republic. National Operational Programmes in the Czech Republic. Cross-border cooperation, transnational and interregional cooperation programmes. Financial and material progress of the implementation of the Partnership Agreement of the Czech Republic.
14. EU Cohesion Policy in the Czech Republic (II) - National Operational Programmes in the Czech Republic. Cross-border cooperation programmes, transnational and interregional cooperation.
