Study information

There is currently no obligation for students who participate in full-time education to prove their infection-free status to the university.

The operation of universities (with the exception of the obligation for students to prove their infection-free status when provided accommodation in the dormitories – see below) is not restricted by any special measure of the Ministry of Health, and, therefore, the extraordinary measures of the Ministry of Health regulating in general the conditions for wearing respiratory protection, holding events and cases where it is necessary to prove infection-free status should be applied to the activities of VSB – Technical University of Ostrava.

1. Wearing of nose and mouth protection

All those who are indoors at VSB-TUO are obliged to wear respiratory protection, i.e. a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), including a filtration efficiency of at least 94% according to the relevant standards (e.g. FFP2, KN 95). The fulfilment of this obligation will be checked by employees of the Regional Public Health Authority of the Moravian Silesian Region. Consequences resulting from violation of the regulation will be borne by each person.

Exceptions to this obligation are

• students in an educational activity the nature of which does not allow the wearing of protective equipment (e.g. physical education),
• students in an educational activity who are seated in a desk or otherwise seated, provided that the number of students in that education does not exceed 50 students,
• academic staff while teaching if at least 14 days has elapsed since they completed the COVID-19 vaccination,
• the examinee and the examiner during an examination, provided that all persons maintain a distance of at least 1.5 metres,
• students in residence when in a room (i.e. outside common areas)

2. Proof of infection-free status - EVENTS

Proof of infection-free status is required in the following cases:

• attendance at academic ceremonies and other events (if more than 20 people are attending at one time); the distance between the participants and the auditorium must be at least 2 m
• personal attendance of participants in lifelong education courses or personal attendance of participants in congresses (if more than 20 persons participate)
• when the student is staying in the VSB-TUO accommodation facility (the method of proving infection-free status in this case is specified HERE)

A person participating in the above activities (except for the last point) proves his/her infection-free status by proof of:

• by vaccination in the Czech Republic or abroad (according to the specified conditions),
• confirmation of the disease (within 180 days of a positive test),

or

• self-testing on site with a negative result, or
• undergoing a rapid antigen test (RAT) under the supervision of a health care professional via an online service no more than 24 hours ago with a negative result. 

passing an RT-PCR test no more than 72 hours ago with a negative result, if it is

• a person who cannot be vaccinated because of a contraindication or a person under 18 years of age,
• a person vaccinated against COVID-19 if
  • 14 days have not elapsed since the completion of the vaccination (single-dose schedule or two-dose schedule),
  • in the case of a two-dose schedule, he/she has not yet received a second dose (provided, however, that the maximum time limit for administration of the second dose has not elapsed since the first dose).     

At the same time, the person must not exhibit symptoms of COVID-19.

Accommodation at Dormitories

VSB-TUO can only accommodate at its facilities – dormitories those students who:

1. have been vaccinated against COVID-19 and it has been at least 14 days since the completed vaccination (and will prove it), or
2. have undergone laboratory-confirmed COVID-19 disease and no more than 180 days have passed since the first positive SARS-CoV-2 test, and shall prove this; or
3. have undergone the RT-PCR test no later than 72 hours ago, or 24 hours in the case of rapid antigen test (RAT), and, at the same time, are willing to be tested regularly, every 7 days (those who are vaccinated or have had laboratory confirmation of COVID-19 disease that is less than 180 days old need not be tested).

Conditions for moving to the dormitory: 

• upon arrival at the dormitory, VSB-TUO staff will check and enter information on which of the above conditions you meet a), b), c) in the internal application. Only after this check will you be able to enter the Accommodation Office.

These students will be obliged to repeat the testing every 7 days when they are accommodated in the dormitories.

A TESTING PLACE will be set up at the dormitories for students who will have to test regularly.

Testing point at Dormitories

The government of the Czech Republic has decided to cancel the testing of persons accommodated in university accommodation facilities by an extraordinary measure of the Ministry of Health MZDR 5016/2022-1/MIN/KAN with effect from 18.2.2022.

THE LAST TESTING in the testing point will therefore take place on 14 February 2022.

We inform the accommodated about the opening of the testing point, which is intended for those who must be tested every 7 days, ie the accommodated is not

1. has been vaccinated for COVID-19 and has not completed at least 14 days since the completed vaccination schedule, or
2. has not undergone laboratory-confirmed COVID-19 disease and no more than 180 days have elapsed since the first positive test for SARS-CoV-2 virus antigen,

Operation time for the testing point:

Every Monday: 13:30 – 15:30

The testing point is located on the GROUND FLOOR OF THE BUILDING B, IN THE MEETING ROOM, NO. 113 (next to the HOTEL RESTAURANT).

Testing is charged for all accommodated. The amount for performing the antigen test is CZK 200 incl. VAT for one test. The amount must always be paid before the test is carried out at the AB or E reception. Here, the accommodated will receive a proof of payment, which he/she will present to the staff of the testing point. Payment can be made in cash or by credit card.

Every student, that will have to get tested regularly in a mobile laboratory has obligation to register in a Reservatic system (https://reservatic.com). He/she has to fill in the following information (name, surname, date of birth, residence, phone number and e-mail address, as a note add the name of his/her health insurance company, and possibly his/her health insurance number). After this registration, he/she will register regularly, no later than 24 hours before the actual testing, for the designated time and day, with the understanding that he/she will register at the testing place VSB – Technical University of Ostrava, VSB-TUO Dormitories.

In case the accommodated person will be tested at another testing point, the test result must always be presented at our testing point (operation time, see above).

Respiratory protection - in general

In connection with the epidemiological situation, based on the Ministry of Health extraordinary measure, movement and stay without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), in all indoor areas of the University (except those listed above and employees who, while performing work at the workplace, perform that work in one location without another person present) and also in motor vehicles for business travel.

In view of the employer’s obligation to equip its employees (except for employees who work remotely and those who do not come into physical contact with other persons during and in connection with the performance of their work) with respiratory protective equipment, it is possible to collect such equipment from the warehouse of the VSB-TUO, and the stock will be continuously replenished.

Information on work performance, meetings of the higher education institution bodies

Meetings of HEI bodies (academic senates, scientific councils and other bodies of faculties and other units of the VSB-TUO) are not restricted, except for the obligation to wear respiratory protection.

Spaces among visitors must be kept in the canteen, especially between employees from other departments. It will be possible to sit at the table for a maximum of 6 persons, any manipulation with chairs and tables is prohibited. The same regime applies to FBI and FAST dispensaries as to the canteen.

Employee testing - till 18 February 2022

From 17 January 2022 till 18 February 2022, VSB-TUO is obliged to ensure regular testing of all its employees for the presence of SARS-CoV-2 antigen twice a week.

Employees who will be attending the workplace and do not meet the conditions for exemption from testing listed below will be tested. The second testing will take place no earlier than the third day after the first testing.

At VSB-TUO, the first test of the week will be carried out on Mondays and Tuesdays (depending on the testing site). Information on the method and schedule of testing of the employees of VSB-TUO is given HERE.

Please note: Before registering for testing (on the Reservatic website), you must search for the service you want, otherwise you will not be able to register.

An employee is not required to be tested at VSB-TUO if

1. he/she demonstrates that he/she has undergone a negative RT-PCR test for SARS-CoV-2 virus or a negative rapid antigen test (RAT) for SARS-CoV-2 virus antigen performed by a health care professional within the last 72 hours (the employee proves this with a certificate issued by the Ministry of Health, which can be downloaded from the Citizen’s Vaccination Portal, and submitted to the Personnel Department – to the employee’s personnel officer immediately after this occurs.
2. he/she proves that he/she has undergone preventive testing under this measure or under the emergency measure on school testing with another employer of which he is an employee or with another legal entity of which he is a body or a body member (the employee proves this to his/her immediate superior by submitting a written confirmation from the employer or legal person of which he is a body or a body member that he/she has undergone preventive testing under the Measure with them, the immediate superior shall immediately notify the head of the Personnel Department),
3. he/she has had a laboratory-confirmed COVID-19 disease, the period of ordered isolation has expired, and no more than 30 days have elapsed since the positive RT-PCR test for SARS-CoV-2 on the basis of which the isolation was ordered (the employee shall provide proof of this by a certificate issued by the Department of Health, which can be downloaded from the Citizen’s Vaccination Portal, and submitted to the Personnel Department – to the employee’s personnel officer immediately after this occurs),
4. he/she works from home or works in a place where he/she does not meet third parties (third parties do not include people living in the same household as the employee).

Consequences of failure to prove infection-free or refusal to test

An employee who fails to present any of the exceptions listed above or submit to the testing for which he/she has been requested will be admitted to the workplace but shall promptly notify his/her immediate superior that he/she has refused to submit the preventive testing. The immediate superior shall report this fact to the head of the Security Unit without undue delay.

The movement of such an employee around the workplace and other internal areas of VSB-TUO shall be regulated by his/her immediate superior in such a way that the conditions of the Measure are met, i.e.,

• a distance of at least 1.5 m from other persons is maintained,
• the employee wears respiratory protection at all times and eats separately from other persons, or
• he/she will agree with the employee, if the operational conditions of the workplace allow, that the employee will work from home.

Employees’ procedure in the event of a positive antigen test

If the employee has a positive RAT test,

• he/she will notify his/her immediate supervisor immediately of a planned absence from the workplace due to suspected SARS-CoV-2 positivity,
• he/she will leave the workplace or other premises of the VSB-TUO and provide cooperation to the competent public health authority, which will order quarantine for a period of five days from the date of the test.

In addition to its obligations, upon request, VSB-TUO will issue a written confirmation of a positive test result for the presence of SARS-CoV-2 antigen on a form, a sample of which is available HERE.

In case of the employee’s need, upon the employee’s request, VSB-TUO will issue a written confirmation of a negative test result for the presence of SARS-CoV-2 virus antigen on a form, the template of which is HERE.
