Study information

Based on extraordinary measures of the Ministry of Health of the Czech Republic, the operation of our university is limited as follows:

  1. the following conditions apply to attendance at academic ceremonies (if more than 10 persons are present at any one time): the maximum number of persons present must not exceed 75 % of the total seating capacity and the total number of persons present must not exceed 2,000 (if the ceremony is held indoors). At the same time, all persons must wear respiratory protective equipment (in accordance with the Nose and Mouth Protection Measure) throughout the ceremony and comply with the following conditions (as set out in other emergency measures):
    • the distance between the participants and the auditorium must be at least 2 m,
    • the persons present do not show symptoms of COVID-19 and demonstrate that they are free from infection, i.e. by:

      • vaccination in the Czech Republic or abroad (according to the specified conditions),
      • confirmation of disease (within 180 days of positive test),
      • an on-site self-test, or
      • confirmation or affidavit of testing at work, school or educational establishment no more than 72 hours prior
  2. The same conditions relating to mouth and nose protection and proof of infection-free status shall also apply to persons present at an examination or entrance examination if more than 10 persons are present at any one time
  3. the personal presence of participants in lifelong learning courses or personal participation of congress participants is possible under conditions provided for in another extraordinary measure, in such a way that the maximum permissible number of participants present may not exceed 50% of the total capacity of the seats and, at the same time, the total number of persons present in the room (including performers, organizers, examiners, etc.) must not exceed 1,000, and such persons must meet the additional conditions specified in the relevant extraordinary measure, i.e. nose and mouth protection, presentation of proof of infection-free status (see paragraph 1);

Respiratory protection

In connection with the epidemiological situation, based on the respiratory protection measure, movement and stay without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), in all indoor areas of the University and also “in motor vehicles for business travel”.

Exceptions are students in training, examinees and examiners in examination (provided that all persons maintain a distance of at least 2 metres) and persons at the time of work in the workplace when carrying out such work in one place without the presence of any person other than the co-worker with whom they share the workplace, unless the employer determines otherwise on the basis of accepted and implemented risk prevention measures. Persons shall also be exempt if they are seated at a table at the time of consumption of food and meals, including beverages.

In view of the employer’s obligation to equip its employees (except for employees who work remotely and those who do not come into physical contact with other persons during and in connection with the performance of their work) with respiratory protective equipment, it is possible to purchase such equipment from the warehouse of the VSB-TUO, and the stock will be continuously replenished.

Information for employees

In-person meetings of academic senates, scientific councils, and other bodies of faculties and VSB-TUO established on the basis of Act No. 111/1998 Coll. may be held under the conditions specified in the measure. Specifically, if more than 10 persons attend in one place:

  • persons are seated in such a way that at least one seat is always empty between the participants (except for persons from one household);
  • each person presents, prior to the start of the meeting, to the convener or other authorised person, a certificate of a negative test result for SARS-CoV-2 (RT-PCR test), not older than 7 days, or a certificate of a negative test result for SARS-CoV-2 antigen (POC test), not older than 72 hours,


  • the person presents a national vaccination certificate stating that he/she has been vaccinated against COVID-19; however, the condition is that
    1. at least 22 days have elapsed since the administration of the first dose of vaccine in the case of a two-dose schedule, but not more than 90 days if a second dose has not been administered; or
    2. at least 22 days but not more than 9 months have elapsed since the first dose of vaccine was administered in the case of a two-dose schedule if a second dose was administered; or
    3. at least 22 days but not more than 9 months have elapsed since the first dose of vaccine was administered in the case of a two-dose schedule if a second dose was administered; or,


  • the person has contracted COVID-19 disease and no more than 180 days have elapsed since the first positive SARS CoV-2 antigen test or RT-PCR test for SARS-CoV-2 virus and demonstrates this; or
  • the person undergoes an on-site preventive antigen test for SARS CoV-2 antigen designed for self-testing or authorized by the Department of Health with a negative result; or
  • the person has undergone a SARS-CoV-2 antigen test for self-testing or authorised by the Ministry of Health for use by a layperson as part of the mandatory testing of employees, not more than 72 hours previously, with a negative result and provides evidence of this by a certificate from the employer or a statutory declaration.

Compliance with and observance of the conditions of the measure shall be ensured by the chairperson of the competent authority.

Statutory declaration in connection with entering the University

Statutory declaration for entrance on events

From March 3, 2021, the cafeterias of the University Hall and in building C will be closed, and from Monday, March 8, 2021, the canteen menu will be limited in terms of the number of meals to choose from. No persons other than employees and students will be able to eat in the canteen, so meals for pensioners and foreign diners will end. Spaces among visitors must be kept in the canteen, especially between employees from other departments. It will be possible to sit at the table for a maximum of 4 persons, any manipulation with chairs and tables is prohibited. The same regime applies to FBI and FAST dispensaries as to the canteen.

The Government of the Czech Republic adopted resolution No. 13 on the adoption of crisis measures with effect from 7 January 2021.

The Measure restricts, inter alia:

  • educational events;
  • operation of sports grounds;
  • visits and tours of museums, galleries, exhibition spaces;
  • visits to observatories and planetariums;
  • operation of catering services;
  • operation of libraries;
  • operation in service establishments.

Travel and departure from abroad

Conditions of access of employees and students to the workplace and other internal areas of VSB-TUO after returning from abroad

From 9 July 2021, every employee and student who has stayed abroad for more than 12 hours in the last 14 days is obliged, in accordance with the relevant Measure of the Ministry of Health, to provide proof of a negative test or other proof of infection-free status (proof of vaccination, proof of having undergone COVID-19) to the employer or educational institution upon return from abroad. The current measure regulating this obligation is available on the website of the Ministry of Health.

The method of proving infection-free status is linked to the country from which the person is returning; countries are divided into low, medium, high, very high and extreme risk of COVID-19). Lists of these countries can be found, for example, on or on Ministry of Health. The rules for returning to the Czech Republic are also clearly listed on the website of the Ministry of Foreign Affairs.

All employees and students of VSB-TUO who have returned from the territory of countries on the list of low-risk, medium-risk, high-risk, or very high-risk countries with regard to COVID-19 (staying more than 12 hours in the last 14 days, or 24 hours if it is a neighbouring country) and are not exempted from the obligation to prove themselves by the test, must fulfil the following obligations:

  1. the obligation to inform VSB-TUO of this fact. The employee shall inform his/her superior. The student staying in the VSB-TUO accommodation facility shall inform the person authorized by the accommodation facility director;
  2. the obligation to provide proof of a negative antigen test from a healthcare provider within the last 48 hours or a negative PCR test within the last 72 hours depending on the country from which the employee returned, or the means of transport used).

Upon arrival at VSB-TUO, employees perform the above-mentioned duties in relation to their superior, students to the employee in charge of the faculty. Without proof of a negative test, attendance at the workplace or at a class or examination is not possible. A student staying in the accommodation facility of the VSB-TUO shall submit the test result to the person authorized by the director of the accommodation facility. Individual cases are to be handled by the faculty and unit heads or their representatives in their absence.

In the case of sending an employee on a business trip to countries with a low or medium, high or very high risk of COVID-19, the costs of the SARS-CoV-2 test before entering the Czech Republic, or other mandatory testing associated with returning from abroad, will be covered by VSB-TUO as part of the business trip settlement.

Exempted from the requirement to provide proof of testing are employees and students, who:

  • they have had COVID-19 disease and at least 11 days and not more than 180 days have elapsed since the first positive RT-PCR test, and they provide a certificate of COVID-19 disease or a written medical certificate with the information specified in the Measure in Article III.8 or III.8a


  • they have completed vaccination (i.e. at least 14 days have elapsed since the second vaccination dose of the two-dose schedule or since the vaccination dose in the case of a single-dose schedule) and provide evidence of this (the vaccinated person must provide proof of having received a national certificate of vaccination against COVID-19 issued in the Member States of the European Union, in accordance with the requirements set out in the Measure)

or in the case of

  • a cross-border employee or student who legitimately crosses the state border with the Czech Republic at least once a week for the purpose of work (does not apply to those coming from countries at extreme risk of COVID-19)

and shows no symptoms of COVID-19.
