On the basis of the decision of the Government of the Czech Republic this order of the Rector is issued with effect from 1 March 2021.
According to this Measure, the operation of universities is limited in the following way:

In connection with the epidemiological situation, on 25 February 2021 the Ministry of Health prohibits movement and residence without respiratory protective devices (nose, mouth), which is a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), including filtration efficiency of at least 95% according to relevant standards (eg FFP2 / KN 95), medical face mask or similar device meeting at least all technical conditions and requirements (for the product) of ČSN EN 14683 + AC in all internal university premises.
Stricter requirements for respiratory protection are set in the interiors of the VSB-TUO premises serving as a "shop" and a "service establishment", as well as in "motor vehicles for the purpose of a business trip". Further details regarding the situation at our university can be found in this Rector's order of 26. 2. 2021.
In accordance with the measure of the Government of the Czech Republic and according to the order of the Rector of 1 March 2021, I order all senior staff authorised to change their employment relationships in accordance with Rector's Directive No TUO_SME_03_001 to make use of remote working for their subordinates between 1 March 2021 and 21 March 2021, provided that they are able to work remotely in their place of residence or to allow them to take leave. This requires that the operating conditions of the workplace concerned allow this;
I also recommend that all senior staff be limited to the performance of work which is not relevant for the operation of the workplace until 21 March 2021;
And I recommend all senior employees in the period from 1 March 2021 to 21 March 2021 to use in communication with employees mainly online form, and only if necessary to hold meetings and other" joint activities with employees in their personal presence, further to ensure that employees do not gather on the premises of VSB-TUO in the number of more than 2 persons for a purpose other than the performance of work activities.
Sessions of academic senates, scientific councils and other bodies of faculties and VSB-TUO established on the basis of Act No. 111/1998 Coll. is not limited by the Measure, or this is the exception mentioned in the Measure under Article IV. (3) and VI. (6). However, the conditions set out in the Measure must be observed during these meetings, in particular if more than 10 people participate in one place:
Based on the issued extraordinary measure of the Ministry of Health of 1 March 2021, the mandatory testing of employees does not apply to public and state universities. Therefore, VSB-TUO will not provide testing of employees, but it will enable those interested in antigen tests to pass them at the University Hospital Ostrava, or other equipment during working hours, if the operation of the workplace allows it.
In the case of a positive result of the antigen test, it is necessary to follow the instructions of the facility that performs the tests, further inform the employer and, above all, not return to the workplace. The same applies to any manifestation of symptoms. Even if the test result is negative, all precautions must still be observed.
Confirmation of the justification of the use of the exception under paragraph 2 (a) a) is an employee card, according to paragraph 2 letter b) student ID card or affidavit, the form of which is here: Formular_pro_cesty_mimo_okres _-_ vzor.pdf.
To confirm the justification of the use of the exception under paragraph 2, letter c) for a person who is not an employee or student of VSB-TUO, it is necessary to use the form available on the following pages. The form for VSB-TUO will be confirmed by a person who is interested in the personal participation of such a person in the premises of VSB-TUO, ie. chairman of the competent authority.
