Study information

Based on an extraordinary measure of the Ministry of Health of the Czech Republic, this order of the Rector, with effect from 10 May 2021 00:00, restricts the operation of universities so that:

  1. prohibits the personal presence of students at classes during university studies. The ban on personal presence also applies to participants in lifelong learning courses. The ban on personal presence of students does not apply to
    1. participation in clinical and practical teaching and practice of students;
    2. participation in individual consultations (only one student and one academic or other person);
    3. students taking part in the examination and a distance of at least 1.5 meters is maintained between them.
  2. prohibits the provision of accommodation to university students who have a different residence in the Czech Republic in university accommodation establishments, with the exception of students who may participate in education pursuant to point a) of this order;
  3. prohibit sports activities as part of education, with the exception of outdoor sports activities for the purpose of taking an examination;
  4. restricts the participation of applicants for university studies in the entrance examinations in such a way that a distance of at least 1.5 meters must be ensured between them.

Testing of Students (antigen tests)

Universities have been required to provide students with antigenic tests to determine the presence of SARS-CoV-2 virus or RT-PCR tests for the presence of SARS-CoV-2 virus in the body.

This obligation does not apply to students who participate in an individual consultation (one student, one academic staff member) and are not accommodated in dormitories. At the entrance to the building, such students will prove themselves by a completed Statutory Declaration, which is available at the gatehouse or for download here, Statutory declaration in connection with entering the University, and which they hand over to the person with whom the consultation is arranged.

Personal presence at the permitted education (teaching, examination) is thus allowed to the student only if the following conditions are met.  If he/she:

  1. has no symptoms of COVID-19,
  2. has undergone a preventive RT-PCR test for the presence of SARS-CoV-2 or a preventive antigen test for SARS-CoV-2 virus antigen, or
  3. underwent laboratory-confirmed COVID-19 disease, the isolation period has expired according to the valid emergency measure of the Ministry of Health and since the first positive POC antigen test for SARS-CoV-2 virus or RT-PCR test for SARS-CoV-2 virus no more than 90 days have passed, and he/she shall prove it, or
  4. has a certificate issued by the Ministry of Health of the Czech Republic for vaccination against COVID-19, and at least 14 days have passed since the second dose of the vaccine in the case of a two-dose scheme according to the summary of product characteristics, or since the first dose of the vaccine in the case of a single-dose scheme according to the SPC, at least 14 days passed, and he/she shall prove it.

The student has several options to fulfil this obligation:

  1. it is possible for a student to always test himself/herself with a test provided by VSB-TUO before starting education at VSB-TUO or accommodation at VSB-TUO dormitories

or he/she can prove to VSB-TUO in another way that

  1. he/she underwent laboratory-confirmed COVID-19 disease, the isolation period has expired according to the valid emergency measure of the Ministry of Health, and since the first positive POC antigen test for SARS-CoV-2 virus or RT-PCR test for SARS-CoV-2 virus no more than 90 days have passed, and he/she shall prove it

or

  1. he/she has a certificate issued by the Ministry of Health of the Czech Republic for vaccination against COVID-19, and at least 14 days have passed since the second dose of the vaccine in the case of a two-dose scheme according to the summary of product characteristics, or since the first dose of the vaccine in the case of a single-dose scheme according to the SPC, at least 14 days passed, and he/she shall prove it.
  2. has a negative result in a POC antigen test for SARS-CoV-2 antigen or an RT PCRT test for SARS-CoV-2 virus, which is not older than 48 hours and was performed by a health care provider.

Upon entering the building, the student must prove himself/herself with a student ID card, whose identity will be verified via a card reader by an authorised person.

In case the student uses the possibility of self-testing provided by VSB-TUO, it is necessary to proceed as follows:

A – student accommodated in dormitory

  • numbered tests will always be issued to students against signing on Thursdays and Fridays in the designated areas of the Office of Administrators in Building "B" and Building "E" at predetermined times, or on the first arrival at the dormitory at the reception,
  • the first tests will be handed out on 22 April 2021,
  • tests will need to be performed every 7 days,
  • the student is obliged to take the test on the day when the test was provided and to record the result (negative/positive) in the application without delay on the same day, see the link:

  • newly arriving students will receive a test for self-testing when registering for the dormitory and will be instructed on how to proceed, i.e. take the test and immediately write the result in the application intended for that,
  • the student is obliged to take the test even if he/she is personally present in the accommodation facility before the learning or does not participate in the learning in person, within a period of 7 days, according to the rules mentioned above,
  • in the case of a positive test, the student is obliged to report the result immediately at the reception "A" on the phone +420733627863. VSB-TUO will give the student confirmation of the positive result and will further instruct him/her.

B – other students

  • the test must be performed no later than on the first day of the student's personal presence at the teaching (excluding individual consultations) and is always performed before the start of the teaching (excluding individual consultations),
  • the student arrives at the dispensing point announced by the faculty. The student will be provided with an antigen numbered test against the signature.
  • the student is obliged to take the test on the day when the test was provided and to record the result (negative/positive) in the application without delay on the same day, see the link:

  • in the case of a positive test, VSB-TUO will provide the student with a confirmation of a positive result.

Student’s steps in case of a positive test

The student is obliged to inform the VSB-TUO that his/her test result is positive, and the VSB-TUO is obliged to issue a confirmation of a positive result to the student.

If the test result is positive, the student is obliged to immediately leave the premises of the VSB-TUO or another place where education takes place and the premises of the accommodation facility of the VSB-TUO. If it is his/her place of residence, he/she does not have to leave the accommodation but will enter the quarantine.

The student is obliged to inform the provider of health services in the field of general practice by telephone or other usual remote means about the positive test result and follow their instructions.

Vaccination of academic staff

Registration for academic staff of universities in the central reservation system crs.mzcr.cz will be possible from 3 May 2021 to 15 June 2021. The code assigned to VSB-TUO by the Ministry of Health serves as the code for registration in this system. With this code, the academic staff member will register regardless of the faculty at which he/she works. It is confidential information for which it is necessary to prevent unauthorised use, publishing or provision outside the circle of persons to whom it is intended.

The launch of the vaccination registration applies to all academic staff (i.e. staff involved in teaching students, especially in practical, laboratory, experimental teaching, etc.) of public and private universities.

After a specific academic staff member registers for vaccination in the central reservation system, he/she must have a confirmation of employment issued, using a uniform format. The relevant personnel officer will issue the certificate of employment upon request. With this confirmation, the academic staff member will subsequently prove himself/herself at the vaccination centre, where he/she will be verified against an identity card or other identity document. Without this confirmation, vaccination will not be possible.

Through the information line 1221 and the e-mail covid-podpora@nakit.cz, support will be provided to academic staff in case of problems with logging in to the central reservation system. The 1221 line is also used for public inquiries related to the COVID-19 pandemic. It is open every day, including weekends, from 8 am to 7 pm.

Mandatory Testing of Employees

Conditions for the personal presence of the employee at the workplace

  1. In accordance with the measure from 17 March 2021, only such employee can be present in person at the workplace who:
    • has undergone, in the last seven days, an RT-PCR test for the presence of SARS CoV-2 or a POC antigen test for the presence of SARS-CoV-2 antigen,
    • or has undergone a preventive test to determine the presence of SARS-CoV-2 virus antigen performed on the premises of VSB-TUO,
    and the test result is negative.
  2. Every employee is obliged to undergo testing at the request of the employer, except for an employee who
    • suffered from COVID-19, the disease was laboratory-confirmed, and the isolation period has expired, he/she shows no signs of COVID-19, and no more than 90 days have passed since the first positive RT-PCR test for the presence of SARS-CoV-2 or POC antigen test for the presence of SARS-CoV-2 virus antigen, and he/she proves it,
    • or has a certificate issued by the Ministry of Health of the Czech Republic for vaccination against COVID-19, and at least 14 days have passed since the second dose of the vaccine in the case of the two-dose scheme, or at least 14 days have passed since the first dose of the vaccine in the case of the one-dose scheme, and the employee does not show any symptoms of COVID-19 and proves it.
  3. An employee who performs home office for the entire period of effectiveness of the measure i.e. does not enter the workplace and the VSB-TUO premises during this period is not obliged to undergo testing or proof of illness, testing or vaccination.

Proof of taking the test, undergoing the disease or vaccination

  1. The employee is obliged to prove to the employer by a confirmation issued by the health service provider in paper form or electronic form (e.g. e-mail, SMS, etc.):
    • undergoing an RT-PCR test or a POC antigen test (with any result),
    • undergoing COVID-19 if the isolation period has expired, more than 90 days have not passed since the first positive RT-PCR test for the presence of SARS-CoV-2 or the POC antigen test for the presence of SARS-CoV-2 antigen.
  2. If the employee suffered from COVID-19, the isolation period has expired, no more than 90 days have passed since the first positive RT-PCR test for the presence of SARS-CoV-2 or the POC antigen test for the presence of SARS-CoV-2 virus antigen, but he/she is no longer able to prove this fact by confirming according to paragraph 1, the employee is obliged to undergo testing performed by the employer on the premises of VSB-TUO.
  3. Suppose the employee has already been vaccinated against COVID-19 and at least 14 days have passed since the second dose of the vaccine for the two-dose scheme, or at least 14 days have passed since the first dose of the vaccine for the one-dose scheme. The employee does not have any symptoms of COVID-19. In that case, he/she is obliged to submit to the employer a certificate from the Ministry of Health of the Czech Republic on vaccination against COVID-19.
  4. The employee is obliged to submit the confirmations mentioned above, certificate or SMS to the person designated by the head of the employee's workplace for registration.
  5. Head employees authorised to change employment in accordance with the Rector's directive No. TUO_SME_03_001 are obliged to designate a person within the controlled workplace who will record the confirmation, certificate or electronic form (mail, SMS, etc.) on a given day, stating the date when the event occurred (test, isolation, COVID-19 disease, vaccination) and will be responsible for the truthfulness of the data in these records.

Employee procedure in case of a positive test

In case the employee has a positive result of the test for the presence of SARS-CoV-2 virus antigen, he/she is obliged to inform his/her immediate superior as soon as possible, if he/she is present at the workplace, he/she has to leave it immediately, return to the place of his/her current residence and immediately notify the result of the test to his/her doctor or public health authority (Regional Hygiene Station of the Moravian-Silesian Region with its registered office in Ostrava).

Labor agreement

Testing applies to all employees (i.e., also those who have concluded an agreement with VSB-TUO on work performance or a contract on work activities).

Testing method, registration for testing

Testing will take place:

  1. by mass self-testing under the supervision of determined persons,
  2. through a mobile testing laboratory.

There will primarily be used tests that are gentle on the nasal mucosa by antigen testing and are completely painless (nasal or saliva tests, if possible).

Employees, except employees of the faculties where self-testing will occur exclusively, are obliged to register for testing through the reservation system. The reservation system will be available at https://reservatic.com/cs. It will not be possible to undergo testing without registration.

The reservation system will be launched on 12 March 2021. After its launch, registered employees will receive information by e-mail that an account was created for them in the reservation system. A registered employee means an employee reported by the relevant workplace as part of data collection on 8 and 9 March 2021.

Suppose the employee does not receive such an e-mail today (12 March 2021) and at the same time is subject to the obligation to prove himself/herself with a negative test upon entering the workplace and wants to pass this test at the employer. In that case, he/she must immediately contact his/her superior employee or the Personnel Office.

The reservation system is not currently intended for employees of the faculties listed in Article II. For the purpose of undergoing the test after the 90-day period, the information on the creation of the account in the reservation system will also be provided to staff who suffered from COVID-19, have the disease laboratory-confirmed and the isolation period expired, have no symptoms of COVID-19, and no more than 90 days have passed since the first positive RT-PCR test for the presence of SARS-CoV-2 or POC antigen test for the presence of SARS-CoV-2 virus antigen.

All dates for testing will be listed in the reservation system.

Employees of the faculties listed in Article II do not register for testing through the reservation system. They only follow the superior employee’s instructions.

The employee must carry an identity card, a health insurance card and an employee card, if issued, during testing.

Mass self-testing

Mass self-testing will take place mainly at faculties that are not located on the Poruba campus, i.e. at the Faculty of Economics, the Faculty of Civil Engineering and the Faculty of Safety Engineering.

Mass self-testing at faculties will begin on Monday, 15 March 2021 and further on 16 March 2021, always from 8.00 am to 1.30 pm. All employees of the particular faculty are obliged to appear for the self-testing according to their superiors' instructions and undergo it.

In this way, employees will regularly be tested at the faculties mentioned above every Monday and Tuesday from 8.00 am to 1.30 pm.

The mass self-testing will also be organised on the Poruba campus and will take place in the Sports Hall (SH on the map, not VSH near to Mensa) if the mobile testing laboratory cannot provide testing of our employees to the extent required due to capacity reasons. To be tested on the Poruba campus, the employee must register.

The employee performs the test himself/herself according to the instructions of the person responsible for supervising the self-testing.

Each employee performing the self-test is obliged to follow the authorised person's instructions or any other person involved in ensuring the correct and smooth course of testing.

If the employee has a positive antigen test, he/she will be instructed by an authorised person on how to proceed.

Mobile testing laboratory

Testing, which will be carried out through a mobile testing laboratory, will also take place in the Sports Hall (SH on the map, not VSH near to Mensa) in the VSB-TUO complex in Ostrava-Poruba. The employee must also register for testing.

Suppose the employee has a positive antigen test. In that case, a confirmatory PCR test will be performed immediately, and he/she will be instructed by a member of the mobile laboratory or an authorised person from VSB-TUO on how to proceed. 

Instructions for working with the Reservatic reservation system:

  1. If you are already in the Reservatic registration system, proceed to point 2 of this manual.
    • If not, you will register in the system to your work e-mail.
    • You will receive a confirmation that the reservation has been made.
  2. After successful registration in the system, a column will appear on the introductory page: Insert company / action in which you write this: Vysoká škola báňská - Technická univerzita Ostrava - areál Poruba.
    • The reservation is now only for employees from the Porub campus, employees of the Faculty of Economics, the Faculty of Civil Engineering and the Faculty of Security Engineering are being tested on their buildings. It is a possibility of their testing on the Porub campus.
  3. You are now on the page of reservations for VSB-TUO, so you choose Action: Internal testing of employees.
    • Then the selected month, day, testing time.
    • After confirming your choice, you will receive a confirmation e-mail.
    • So you can be sure that the reservation was made correctly and at the same time the service of the test center will receive the information that you will arrive at the given time.
  4. As part of the confirmation in the e-mail, there is also a link to the possible cancellation of the date.
    • This is possible no later than 24 hours, before the valid date.

Test validity period

If a person enters the workplace on Monday, March 22, 2021 and passed the test on March 15, it means that in the last 7 days (15., 16., 17., 18., 19., 20 ., 21.) has undergone a test and therefore fulfills the condition set out in the emergency measure. At the same time, a person should take another test on this day if she does not meet any of the other conditions for admission. Although the emergency measure does not mention time, it is recommended that the employee be tested as soon as possible on this last day, or have been tested earlier. Of course, it is necessary to plan this adherence to the seven-day deadline in advance and order the test in time.

Respiratory protection

In connection with the epidemiological situation, on 25 February 2021 the Ministry of Health prohibits movement and residence without respiratory protective devices (nose, mouth), which is a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), including filtration efficiency of at least 95% according to relevant standards (eg FFP2 / KN 95), medical face mask or similar device meeting at least all technical conditions and requirements (for the product) of ČSN EN 14683 + AC in all internal university premises.

Stricter requirements for respiratory protection are set in the interiors of the VSB-TUO premises serving as a "shop" and a "service establishment", as well as in "motor vehicles for the purpose of a business trip". It is necessary to protect the airways with a properly fitted respirator meeting the requirements set by the measure (eg FFP2 or KN 95) or similar means meeting at least all technical conditions and requirements (for the product) of ČSN EN 14683 + AC, (see Article I paragraph 2 of the measure).

Information for employees

From 12 April 2021 until further notice, it is recommended that all managers authorized to change their employment in accordance with the Rector's Directive No. TUO_SME_03_001 to use telework for their subordinates if the employees can perform it at the place of residence, or to allow them to draw holiday. The condition is that the operating conditions of the relevant workplace allow it.

It is recommended that all managers use the online form when communicating with employees from 12 April 2021 until further notice, and only if necessary to hold meetings and other joint activities with employees in their personal presence, and to ensure that employees do not gather in premises of VSB-TUO for a purpose other than the performance of work activities.

Sessions of academic senates, scientific councils and other bodies of faculties and VSB-TUO established on the basis of Act No. 111/1998 Coll. is not limited by the Measure, or this is the exception mentioned in the Measure under Article IV. (3) and VI. (6). However, the conditions set out in the Measure must be observed during these meetings, in particular if more than 10 people participate in one place:

  • each person uses as a respiratory protective device a medical face mask (surgical face mask) or a respirator or half mask without an exhalation valve with a filtration efficiency of at least FFP2, KN95 or N 95;
  • the persons are seated with a minimum spacing of 2 meters, with the exception of household members;
  • each person submits, before the beginning of the meeting, to the convener or another authorized person a confirmation of the negative result of the SARS-CoV-2 antigen test or the SARS-CoV-2 RT-PCR test, which was performed no more than 3 days ago.

Statutory declaration in connection with entering the University

Statutory declaration for entrance on events

From March 3, 2021, the cafeterias of the University Hall and in building C will be closed, and from Monday, March 8, 2021, the canteen menu will be limited in terms of the number of meals to choose from. No persons other than employees and students will be able to eat in the canteen, so meals for pensioners and foreign diners will end. Spaces among visitors must be kept in the canteen, especially between employees from other departments. It will be possible to sit at the table for a maximum of 4 persons, any manipulation with chairs and tables is prohibited. The same regime applies to FBI and FAST dispensaries as to the canteen.

The Government of the Czech Republic adopted resolution No. 13 on the adoption of crisis measures with effect from 7 January 2021.

The Measure restricts, inter alia:

  • educational events;
  • operation of sports grounds;
  • visits and tours of museums, galleries, exhibition spaces;
  • visits to observatories and planetariums;
  • operation of catering services;
  • operation of libraries;
  • operation in service establishments.
