Study information

As of 1 September 2021, there is no obligation for students who participate in full-time education to prove their infection-free status to the university.

As of 1 September 2021, the operation of universities (with the exception of the obligation for students to demonstrate infection-free status when provided accommodation in halls of residence - see below) is not restricted by any special measure of the Ministry of Health, and, therefore, the extraordinary measures of the Ministry of Health regulating in general the conditions for wearing respiratory protection, holding events and cases where it is necessary to demonstrate infection-free status should be applied to the activities of VSB – Technical University of Ostrava.

1. Wearing of nose and mouth protection

All those who are indoors at VSB-TUO are obliged to wear respiratory protection, i.e. a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), including a filtration efficiency of at least 94% according to the relevant standards (e.g. FFP2, KN 95).

Exceptions to this obligation are

  • students in an educational activity the nature of which does not allow the wearing of protective equipment (e.g. physical education),
  • students in an educational activity the nature who are seated in a desk or otherwise seated,
  • academic staff while teaching,
  • the examinee and the examiner during an examination, provided that all persons maintain a distance of at least 2 metres,
  • students in residence when in a room (i.e. outside common areas)

2. Proof of infection-free status

Proof of infection-free status is required in the following cases:

Based on extraordinary measures of the Ministry of Health of the Czech Republic, the operation of our university is limited as follows:

  • attendance at academic ceremonies and other events (if more than 20 people are attending at one time); the distance between the participants and the auditorium must be at least 2 m
  • personal attendance of participants in lifelong education courses or personal attendance of participants in congresses
  • when the student is staying in the VSB-TUO accommodation facility (the method of proving infection-free status in this case is specified HERE)

A person participating in the above activities (except for the last point) proves his/her infection-free status by proof of:

  • by passing an RT-PCR test no more than 7 days ago or a POC antigen test no more than 72 hours ago,
  • by vaccination in the Czech Republic or abroad (according to the specified conditions),
  • confirmation of the disease (within 180 days of a positive test),

or

  • self-testing on site, or
  • confirmation or affidavit of testing in an educational institution or educational institution establishment no more than 72 hours before.                

At the same time, the person must not exhibit symptoms of COVID-19.

Accommodation at Dormitories

From 31 August 2021, VSB-TUO Accommodation Services can only accommodate students who:

  1. have been vaccinated against COVID-19 and it has been at least 14 days since the completed vaccination (and will prove it), or
  2. have undergone laboratory-confirmed COVID-19 disease and no more than 180 days have passed since the first positive SARS-CoV-2 test, and shall prove this; or
  3. have undergone the RT-PCR test no later than 7 days ago or 72 hours ago, resp. 24 hours in the case of online testing, rapid antigen test (RAT), with a negative result (and prove it), or will undergo a RAT under the supervision of the VSB-TUO staff upon arrival at the dormitory, and at the same time are willing to be tested regularly, every 7 days.

Conditions for moving to the dormitory: 

  • upon arrival at the dormitory, VSB-TUO staff will check and enter information on which of the above conditions you meet a), b), c) in the internal application. Only after this check will you be able to enter the Accommodation Office.
  • a student who does not have a completed vaccination, proof of illness or a valid test (as mentioned above) can take a rapid antigen test (RAT) on site under the supervision of the VSB-TUO staff.

These students will be obliged to repeat the testing every 7 days when they are accommodated in the dormitories.

A TESTING PLACE will be set up at the dormitories for students who will have to test regularly.

Testing point at Dormitories

We inform the accommodated about the opening of the testing point, which is intended for those who must be tested every 7 days, ie the accommodated is not

  1. has been vaccinated for COVID-19 and has not completed at least 14 days since the completed vaccination schedule, or
  2. has not undergone laboratory-confirmed COVID-19 disease and no more than 180 days have elapsed since the first positive test for SARS-CoV-2 virus antigen,

Operation time for the testing point from 21.9.2021:

Every Tuesday: 13:30 – 18:30

The testing point is located on the GROUND FLOOR OF THE BUILDING B, IN THE MEETING ROOM, NO. 113 (next to the HOTEL RESTAURANT).

Mobile laboratory will perform testing free of charge. The costs will be paid by the insurance company with the exception of the self-payer.

Self-payer is every student that does not have health insurance at a Czech health insurance company will have to pay 200 CZK for every test. The amount must always be paid before the test is carried out at reception E. Here, the accommodated will receive a proof of payment, which he/she will present to the staff of the testing point. Payment can be made in cash or by credit card.

Every student, that would like to get tested regularly in a mobile laboratory has obligation to register in a Reservatic system (https://reservatic.com). Every student have to fill following information (name, Surname, birthdate, residence, phone number and e-mail address, as a note add your insurance number and the name  of the insurance company). Before every test you have to apply at least 24 before. You will register for a concrete day and time, the point is „Vysoká škola báňská - Technická univerzita Ostrava Koleje VŠB-TUO“.

In the event that the guest will be tested at another testing point, the test result must always be submitted at our testing point (operating hours, see above).

Respiratory protection - in general

In connection with the epidemiological situation, based on the respiratory protection measure, movement and stay without respiratory protective equipment (nose, mouth), which is a respirator or similar device (always without an exhalation valve) fulfilling at least all technical conditions and requirements (for the product), in all indoor areas of the University (except those listed above and employees who, while performing work at the workplace, perform that work in one location without a person other than a co-worker present) and also “in motor vehicles for business travel”.

In view of the employer’s obligation to equip its employees (except for employees who work remotely and those who do not come into physical contact with other persons during and in connection with the performance of their work) with respiratory protective equipment, it is possible to collect such equipment from the warehouse of the VSB-TUO, and the stock will be continuously replenished.

Information for employees

In-person meetings of academic senates, scientific councils, and other bodies of faculties and VSB-TUO established on the basis of Act No. 111/1998 Coll. may be held under the conditions specified in the measure. Specifically, if more than 0 persons attend in one place:

  • persons are seated in such a way that at least one seat is always empty between the participants (except for persons from one household);
  • each person presents, prior to the start of the meeting, to the convener or other authorised person, a certificate of a negative test result for SARS-CoV-2 (RT-PCR test), not older than 7 days, or a certificate of a negative test result for SARS-CoV-2 antigen (POC test), not older than 72 hours,

or

  • the person presents a national vaccination certificate stating that he/she has been vaccinated against COVID-19; however, the condition is that
    1. at least 14 days have elapsed since the administration of the second dose of vaccine in the case of a two-dose schedule
    2. iat least 14 days have elapsed since the dose of vaccine was administered in the case of a one-dose schedule,

or

  • the person has contracted COVID-19 disease and no more than 180 days have elapsed since the first positive SARS CoV-2 antigen test or RT-PCR test for SARS-CoV-2 virus and demonstrates this; or
  • the person undergoes an on-site preventive antigen test for SARS CoV-2 antigen designed for self-testing or authorized by the Department of Health with a negative result; or

Compliance with and observance of the conditions of the measure shall be ensured by the chairperson of the competent authority.

Statutory declaration in connection with entering the University

Statutory declaration for entrance on events

From March 3, 2021, the cafeterias of the University Hall and in building C will be closed, and from Monday, March 8, 2021, the canteen menu will be limited in terms of the number of meals to choose from. No persons other than employees and students will be able to eat in the canteen, so meals for pensioners and foreign diners will end. Spaces among visitors must be kept in the canteen, especially between employees from other departments. It will be possible to sit at the table for a maximum of 4 persons, any manipulation with chairs and tables is prohibited. The same regime applies to FBI and FAST dispensaries as to the canteen.

The Government of the Czech Republic adopted resolution No. 13 on the adoption of crisis measures with effect from 7 January 2021.

The Measure restricts, inter alia:

  • educational events;
  • operation of sports grounds;
  • visits and tours of museums, galleries, exhibition spaces;
  • visits to observatories and planetariums;
  • operation of catering services;
  • operation of libraries;
  • operation in service establishments.

Details of individual types of events and operations are given in the given measure of the Government of the Czech Republic.

Travel and departure from abroad

Conditions of access of employees and students to the workplace and other internal areas of VSB-TUO after returning from abroad

From 9 July 2021, every employee and student who has stayed abroad for more than 12 hours in the last 14 days is obliged, in accordance with the relevant Measure of the Ministry of Health, to provide proof of a negative test or other proof of infection-free status (proof of vaccination, proof of having undergone COVID-19) to the employer or educational institution upon return from abroad. The current measure regulating this obligation is available on the website of the Ministry of Health.

The method of proving infection-free status is linked to the country from which the person is returning; countries are divided into low, medium, high, very high and extreme risk of COVID-19). Lists of these countries can be found, for example, on https://covid.gov.cz or on Ministry of Health. The rules for returning to the Czech Republic are also clearly listed on the website of the Ministry of Foreign Affairs.

All employees and students of VSB-TUO who have returned from the territory of countries on the list of low-risk, medium-risk, high-risk, or very high-risk countries with regard to COVID-19 (staying more than 12 hours in the last 14 days, or 24 hours if it is a neighbouring country) and are not exempted from the obligation to prove themselves by the test, must fulfil the following obligations:

  1. the obligation to inform VSB-TUO of this fact. The employee shall inform his/her superior. The student staying in the VSB-TUO accommodation facility shall inform the person authorized by the accommodation facility director;
  2. the obligation to provide proof of a negative antigen test from a healthcare provider within the last 48 hours or a negative PCR test within the last 72 hours depending on the country from which the employee returned, or the means of transport used).

Upon arrival at VSB-TUO, employees perform the above-mentioned duties in relation to their superior, students to the employee in charge of the faculty. Without proof of a negative test, attendance at the workplace or at a class or examination is not possible. A student staying in the accommodation facility of the VSB-TUO shall submit the test result to the person authorized by the director of the accommodation facility. Individual cases are to be handled by the faculty and unit heads or their representatives in their absence.

In the case of sending an employee on a business trip to countries with a low or medium, high or very high risk of COVID-19, the costs of the SARS-CoV-2 test before entering the Czech Republic, or other mandatory testing associated with returning from abroad, will be covered by VSB-TUO as part of the business trip settlement.

Exempted from the requirement to provide proof of testing are employees and students, who:

  • they have had COVID-19 disease and at least 11 days and not more than 180 days have elapsed since the first positive RT-PCR test, and they provide a certificate of COVID-19 disease or a written medical certificate with the information specified in the Measure in Article III.8 or III.8a

or

  • they have completed vaccination (i.e. at least 14 days have elapsed since the second vaccination dose of the two-dose schedule or since the vaccination dose in the case of a single-dose schedule) and provide evidence of this (the vaccinated person must provide proof of having received a national certificate of vaccination against COVID-19 issued in the Member States of the European Union, in accordance with the requirements set out in the Measure)

or in the case of

  • a cross-border employee or student who legitimately crosses the state border with the Czech Republic at least once a week for the purpose of work (does not apply to those coming from countries at extreme risk of COVID-19)

and shows no symptoms of COVID-19.
