Recognition of foreign education

Assessment of foreign secondary and higher education within the admission procedure at VSB – Technical University of Ostrava

For applicants to study in Master’s degree programmes that follow in a Bachelor’s degree programme, and in doctoral degree programmes

As part of the admission procedure, the university will assess the fulfilment of the condition of proper completion of studies in a Bachelor’s or Master’s degree programme according to Section 48 Subsection 5 of the Higher Education Act, for applicants who have obtained foreign higher education.

Send the following documents in paper form by post (or as a document in a PDF format created by an authorized conversion) to the address of the faculty where you are applying to study. The final date for the delivery of documents can be found on the website of the relevant faculty. Previous foreign education can be evidenced in one of the following ways:

a) proof of general recognition of foreign higher education in the Czech Republic

  • The applicant proves:
    • Officially certified copy of the document on general recognition of foreign higher education in the Czech Republic, achieved pursuant to Sections 89 and 90 of the Higher Education Act or pursuant to previous legal regulations
  • It is issued by public universities, the Ministry of Education, Youth and Sports or the Ministry of the Interior and the Ministry of Defence

  • Free of charge (a fee of CZK 3,000 is paid to a public university or the Ministry of Education, Youth and Sports, which carry out assessments within the procedure for the recognition of foreign higher education) 

b) proof of foreign higher education, which is equivalent in the Czech Republic

  • Foreign document on foreign higher education, which is equivalent in the Czech Republic according to its international obligations without further official procedure - these are documents certifying completion of a degree programme in Slovakia (except for diplomas issued by foreign branches of Slovak universities after 28 March 2015, for those the procedure is according to letter (c), in Poland, Hungary, Slovenia (only Master’s diplomas; in the case of Bachelor’s diplomas from Slovenia, it is proceeded according to (c)
  • The applicant proves:
    • An officially certified copy (see forms of verificationof a diploma, certificate or similar document (such as a certificate of graduation) issued by a foreign university
    • The original or an officially certified copy (see forms of verificationof the Diploma Supplement or the transcript of examinations taken (so-called Diploma Supplement or Transcript)
    • In the case of a certificate of higher education issued by a Slovak university after 28 March 2015, also a certificate issued by a foreign university stating on the territory of which country the degree programme completed by the applicant was implemented
  • Free of charge 

c) a foreign certificate of foreign higher education

  • The applicant proves:
    • An officially certified copy (see forms of verificationof a diploma, certificate or similar document (such as a certificate of completion) issued by a foreign university
    • The original or an officially certified copy (see forms of verificationof the Diploma Supplement or the transcript of examinations taken (so-called Diploma Supplement or Transcript)
  • If necessary, the faculty will invite the applicant to provide the following documents as well:
    • Additional information on the content and scope of foreign university studies
    • Confirmation from the competent foreign authority that the given foreign university is authorized to provide higher education in the said foreign country (accreditation certificate)
    • In the case of a certificate of higher education issued by a Slovak university after 28 March 2015, also a certificate issued by a foreign university stating on the territory of which country the degree programme completed by the applicant was implemented
  • Applies to documents to which the procedure under (b) cannot be applied)
  • In case of a positive assessment, the document is accepted; in case of a negative assessment, proof of the document according to letter (a) is required (proof of general recognition of foreign higher education in the Czech Republic)
  • The assessment is valid only for the admission procedure at VSB – Technical University of Ostrava
  • The assessment fee is CZK 600, regardless of whether the assessment result is positive or negative. The applicant is obliged to pay the fee within 10 days of the call for payment. If the fee is not paid, the university will not further assess the education and the applicant will be required to provide proof of the document according to (a) (general recognition of equivalence or validity (so-called “nostrifikace” in Czech)

Translations

Documents that are not originally published in Czech, English or Slovak must be officially translated into Czech or English by a certified translator. Translated sheets must be linked to a copy of the document in such a way as to prevent additional exchange or swap of sheets.

Other documents

If the applicant’s situation so requires, he/she shall also provide the following documents:

  1. Power of attorney, if the applicant is represented by an proxy holder to prove the fulfilment of the admission condition according to Section 48 Subsections 4 and 5 of the Higher Education Act,
  2. In the event of a change in the name of the applicant, an officially certified copy of the document proving this (e.g. marriage certificate),
  3. An officially certified copy of the decision on granting international protection, if the assessment is requested by a person referred to in Section 90 Subsection 4 of the Higher Education Act and if this person wishes to use the option of replacing any of the documents with a solemn declaration.
